Marlene D. Warner is a nationally recognized leader in responsible gambling, player health, and nonprofit executive management with more than two decades of experience advancing public health approaches to gambling-related harm. As Chief Executive Officer of the Massachusetts Council on Gaming and Health since 2011, and in concurrent leadership roles in Michigan and Vermont, she has shaped statewide and national strategies through innovative program development, regulatory guidance, and pioneering initiatives such as PlayMyWay, Remote Voluntary Self-Exclusion, and the GameSense Information Centers. Marlene serves as an expert consultant to organizations including Spectrum Gaming Group, NCLGS, NVSEP, and NASPL, contributing to policy formation, training protocols, and international safer-gaming standards. Her career includes extensive work in legislative advocacy, clinical workforce development, and assessment of evidence-based interventions, alongside executive oversight of multimillion-dollar contracts, fundraising growth, and board governance across multiple states. A past President and longtime board member of the National Council on Problem Gambling, she has been honored with multiple lifetime achievement awards and continues to contribute deeply to community organizations through volunteer and philanthropic leadership.
